Minutes of a meeting of the Wellington Town Council Finance Committee held in the United Reformed Church hall in Fore Street, Wellington, on Monday 1 December 2008 at 5.15p.m.

1. OCTOBER BANK RECONCILIATION
Details of the Bank reconciliation figures for October were submitted. The Town Clerk once more drew attention to the reducing funds in the Council’s Deposit Account. It was recognised that funds would need to be transferred from the Treasury Account in order to meet planned expenditure for the remainder of the financial year. It was also intended to synchronise the timing of receipt of all bank statements so that members were always given an up to date picture of the Council’s finances. It was RECOMMENDED that the following reconciliation figures be noted:

14890 MINUTES
The minutes of the meetings of the Council held on 6 October 2008, copies of which had been circulated, were taken as read and signed by the Mayor as correct.

14891 TOWN MAYOR’S ANNOUNCEMENTS
The Mayor reported that since the last meeting he had attended the Wellington in Bloom Awards evening when he had taken the opportunity to thank everyone concerned on behalf of the Town Council. Together with the Mayoress, he had also been present at the Big Brew Up event which had been organised by SSAFA.
He had also attended The Writhlington School Orchid Project presentation organised by the Wellington Garden Project, been the guest of the Mayor of Taunton Deane at the Taunton Carnival, hosted a presentation for the Land Army Girls and Bevin Boys and judged a poster competition with the Deputy Mayor at Wellesley Park School.

14892 POLICE REPORT
Details were submitted of the latest crime figures for the area. It was noted that there had been a slight increase in certain types of crime during the last month. Sergeant Bell drew attention to a spate of crimes in the three allotment sites within the Town. As a result of this, the Police were working to set up an Allotment Watch Scheme. Appropriate advice had also been given to Allotment holders. Attention was drawn to an arson attack on the former ski lodge on land adjoining Wellington Sports Centre.
Sergeant Bell was pleased to report that following representations made to his commanding officer, arrangements were now in hand to make Wellington Police Station a response Station once again. This would take effect from 1 January 2009.







14893 PROPOSED YOUTH SHELTER ON LAND ADJOINING WELLINGTON SPORTS CENTRE
The Mayor reported that a number of members had mentioned a proposal to provide a Youth Shelter on the land adjoining Wellington Sports Centre. The item
had therefore been included on this agenda so that councillors might have an opportunity to discuss the matter further.
Some years ago the Police had available sufficient funds to provide such a shelter. However, as a suitable site could not be found at that time the proposal did not materialise and the funds were diverted elsewhere. It was now felt that the site of the former ski lodge at Wellington Sports Centre might prove to be a suitable site for a shelter.
Informal consultations with interested parties had indicated that there was a great deal of support for a shelter to be located in this position. Young people themselves had been informally consulted and they were happy with the proposed site and the provision of a shelter provided they had some input into its design, were able to graffiti art it and have certain appropriate contact numbers within it.
The Police confirmed that they were in support of this proposal but that they no longer had any funds which could be used to provide it. In view of the high level of support for a shelter in this position it was felt that further action should be taken to see if there was any way it could be provided.
Resolved that the Clerk make further enquiries and report back to the Council in due course.

14894 PUBLIC PARTICIPATION TIME
(a) Sean Nightingill, a resident of Sylvan Road, drew attention to continuing problems caused by anti social behaviour in and around the Blackdown Business Park.
Resolved that the problems of anti social behaviour be discussed further between Mr Nightingill and Sergeant Bell and that Taunton Deane Borough Council, as owners of this land, be informed of the problems.

(b) Richard Fox drew attention to the fact that 2009 would be the bi centenary of the date that Sir Arthur Wellesley became Viscount Wellington. He asked if the Council might consider arranging some civic event to commemorate this anniversary.
Resolved that this suggestion be considered further by the Wellington 1100 Working Party.

(c) Roy Maggs asked if the roads at Dobree Park had been adopted by the Highway Authority. He was concerned that residents would be responsible for the pipe work under the roads once they had been adopted. Councillor Andy Govier stated that he had spoken to Mr Maggs previously about this complicated situation and offered to obtain a written explanation to the position.
Resolved that Councillor Govier’s offer to obtain an explanation of the situation be accepted.

(d) Isabel Ward drew attention to the provision of a cycleway and footway that had been constructed on the Taunton Road. The result of this development had been to destroy the spring display of bulbs which had been such a feature of the entrance into the town. She felt that the developers of the land should be persuaded to

contribute towards the replanting of the bulbs in order that this particularly fine feature could be retained.
Resolved that the Clerk contact the developers with a request that they contribute towards the re-planting of these spring bulbs.

(e) Brian Hillier drew attention to problems he had experienced with bus journeys to Wellington (and other locations) leaving the Taunton Depot late.
Reference was also made to problems currently being experienced with insufficient buses being provided at peak times. This was particularly so in relation to students travelling to and from Taunton. The fact that some students were unable to board the buses because of insufficient room meant that they were arriving late at College and missing vital lessons.
Resolved that the Clerk contact First Bus and the Traffic Commissioners to express the Town Council’s concern over these issues.

(f) Diana Land referred to the Buildbase development at Bagley Road. She expressed concern that the landscaping condition imposed when planning permission was granted had not been properly complied with. The land appeared to be sparsely planted and many of the infill trees had died off.
Resolved that the Clerk contact the Borough Council’s Enforcement Officer and request that he ensure that the landscaping condition be properly complied with.

(g) Bridget Baker said that she had requested the painting of a white line in the North Street Car Park some time ago but that no action appeared to have been taken.
She also suggested that the Christmas lights be switched on during dark winter afternoons so that those shopping during that time could take advantage of them.
Resolved that the Clerk pursue these matters further.

14895 GRANT: WESTCOUNTRY HEALTH EDUCATION AND RESEARCH ENTERPRISE (WHERE)
An application for a grant of £700 from WHERE towards the provision of an area with raised beds which service users could access was submitted.
Resolved that consideration of this application be deferred pending receipt of further information.

14896 LOCALITY BASED SERVICE DELIVERY PROJECT
Further to Minute 14772 – 2 June 2008 submitted correspondence from Jane Chipp, TDBC regarding the Locality Based Service Delivery Project. Following the workshop on 3 July 2008 the feedback had been analysed and generated a number of recommendations that were then taken to an extended steering group. Details of the recommendations from phase 1 were submitted.
A key message that came out of the these meetings had been that a new location would not solve existing service delivery issues unless significant improvement was made in better enabling joined up working. As such, the team would now only be looking at a high level case for developing a new location in Wellington (rather than a detailed case) and would be focussing more on designing and testing a new structure which would enable joined up working around different customer groups. As a result, phase 2 of the project would now focus on demonstrating the benefits of a customer centric approach by running three work streams relating to Service Planning, Location Planning and Customer Based Locality Working. The Clerk had been invited to attend two further workshops in relation to the Location Planning workstream.

Also submitted was a copy of letter from the Wellington Medical Centre regarding the suggestion previously made regarding future use of the existing Cooperative Store. (Minute 14773 – 2 June 2008). As the Medical Centre had now located a site in Mantle Street they would not have any interest in any proposal to relocate to this building.
Resolved that the report be noted and the Council express its disappointment that the Medical Centre felt unable to respond to the community interest and investigate further the opportunity to relocate to the Cooperative store.

14897 WELLINGTON SQUASH CLUB - GRANT
Further to Minute 14632 – 3 March 2008 a letter from the Chairman of Wellington Squash Club was submitted which thanked the Council for its grant of £1,000.
Resolved that the letter be noted

14898 WIMBLEBALL SAILABILITY - GRANT
With reference to Minute 14861 – 6 October 2008 a letter was submitted from Wimbleball Sailability thanking the Council for its grant of £300. The organisation had stated that it was well on its way to raising the total amount needed for this project.
Resolved that the letter be noted.

14899 TRAFFIC IN THE TOWN CENTRE
Councillor Andy Govier drew attention to the ongoing problems being experienced by many traders in the town centre because of the length of time being taken to complete various road works.
The Council felt that everything possible should be done to ease the problems during this difficult time.
Resolved that the Clerk look into how the traders could investigate the possibility of obtaining rate relief. Any such application would receive the support of the Town Council.

14900 PROPOSED CAR PARKING CHARGES IN WELLINGTON 2009/2010
Detailed consideration was given proposals of TDBC regarding car park charges in all public car parks in Wellington. Notice had been received that the Borough Council had proposed the following increases to the charges for car parking in Wellington:

3. To increase the Season Ticket (6 months) charges in the Wellington ‘Commuter Car Parks’ from £230 to £245.

Members drew attention to the inconvenience and suffering that had been caused to local traders during the road works that had now been taking place in and around Wellington for some time. Reference was also made to the economic downturn which had already had an adverse effect on both shoppers and traders. The Town Council were keen to ensure that no additional burdens were placed on shoppers and traders and in the circumstances felt that this was the wrong time to be increasing car parking charges. For this reason the Town Council decided to object to the proposed increases in car parking charges for the car parks in Wellington.
Resolved that Taunton Deane Borough Council be informed that the Town Council formally object to the proposed increases in car parking charges for the reasons set out above.

14901 AUDITED ANNUAL RETURN
The Council considered the audited Annual Return which had been received from the Auditors for the year ended 31 March 2008. It was noted that the Auditors had stated that there were no matters which had come to their attention giving cause for concern that relevant legislation and regulatory requirements had not been met.
They did, however, draw attention to the gratuity paid to the retiring Town Clerk in accordance with his contract. The Council had confirmed that this payment was acceptable for tax purposes but had not sought advice on the legality of the payment before approving it. Although the payment was not believed to be unlawful, the Auditors had suggested that in future the Council should seek advice from NALC for any large or unusual payments to ensure that they were legal and within the powers of the Council. For this particular payment the Council were advised to seek advice from NALC and to forward a copy of the response to the external auditors.

Resolved that the report of the Auditor be noted.

14902 BT PUBLIC CALL BOXES
Further to Minute 14763 - 2 June 2008 submitted a letter from Councillor Ross Henley, Leader of TDBC regarding proposals by BT to close a number of local call boxes. The Borough Council had recently heard back from BT who had accepted
objections to 14 of the phone boxes which would now be taken out of BT’s removal programme. The company had said that retaining the remaining 25 could not be justified because they were rarely used and the majority were in areas where mobile coverage was present.

Resolved that the position be noted and Councillor Henley be thanked for his work on this issue.

14903 SOMERSET AREA CRUSE BEREAVEMENT CARE
Consideration was given to a request for a donation from Somerset Area Cruse Bereavement Care. Such a donation would be used to help fund the team of volunteers who supported bereaved adults and children in the area, paying their expenses such as travel and telephone costs. Cruse relied on the support of local councils and other grant giving organisations to enable it to provide this free service to the community.
Resolved that CRUSE be requested to submit a formal application for grant aid.

14904 ACCOMMODATING HOUSING AND EMPLOYMENT GROWTH WORKSHOPS
Reported that the draft Regional Spatial Strategy (RSS) had proposed significant growth for Taunton Deane. The Borough Council therefore needed to respond to the draft RSS by preparing a Core Strategy which was, in effect, a replacement of the old style Local Plan. The Core Strategy would establish the role and function of the various settlements throughout the Deane and identify areas to accommodate major developments.
To begin the process each community was being given the opportunity to identify its future role and function. Dedicated assistance was being offered to the Town Council and arrangements were being made for a facilitated workshop.
Resolved that the report be noted

14905 PARISH PLAY AREA GRANT SCHEME
Submitted a letter from the Community Leisure Officer, TDBC, inviting the Council to submit any applications for funding towards improvements to and or creation of new play areas in accordance with the Parish Play Area Grant Scheme.
Attention was drawn to the Play Area at the Recreation Ground which, although not in the ownership of the Town Council, appeared to be in need of upgrading.
Resolved that Taunton Deane Borough Council be advised of the situation and asked if funds were available to carry out the much needed work at this play area.

14906 WELLINGTON IN BLOOM
The Council were pleased to receive a Certificate of thanks from Wellington in Bloom Committee in relation to the support it had given to this year’s competition.
Resolved that the Certificate be noted and the Chairman of Wellington in Bloom be thanked.

14907 CIVIC SERVICE – 16 NOVEMBER 2008
The Town Mayor, Councillor Critchard reminded members that a Civic Service would be taking place on Sunday 16 November 2008 at 9.45a.m. at St John the Baptist Parish Church, High Street, Wellington. He hoped that as many councillors, representatives of local organisations and members of the community as possible would be able to attend.
Resolved that the position be noted.



14908 ALLOTMENTS COMMITTEE
Submitted the Minutes of the Allotments Committee held on 13 October 2008 .
Resolved that the minutes be noted and the recommendations contained therein be agreed.

14909 WEB SITE WORKING PARTY
Submitted the notes of a meeting of the Web Site Working Party held on 14 October 2008. Since the meeting of the Working Party a meeting had taken place with Magellan Projects and the areas of concern had now been addressed and satisfactorily resolved.
Resolved that the report be noted and a further meeting of the Web Site Working Party take place to finalise any outstanding details.

14910 ENVIRONMENT COMMITTEE
Submitted the Minutes of Environment Committee held on 20 October 2008.
Resolved that the report be noted and the recommendation regarding the production of a Town Guide for 2009 be agreed.

14911 EMERGENCY COMMITTEE
Councillor Jackie Govier reported upon a meeting of the Committee that had taken place on 30 October 2008. Members had visited Swallowfield where they had received a full presentation on all aspects of the firm’s health and safety policy including its’ emergency plan document and procedures.
Resolved that the report be noted.

14912 COUNCIL PAYMENTS AND RECEIPTS
The Clerk reported that the Council’s receipts for the period from 31 March to 30 October 2008 was £185,733 and the expenditure for the same period was £119,581. The Finance Committee had considered this report earlier in the evening when the Clerk had given a detailed explanation of all the figures. Details were also submitted and accepted at that meeting of the new, interim, salary scales for staff.
Resolved that the report regarding Payments and Receipts, including the revised salary scales, be noted and approved.

The Mayor (Councillor Critchard) and Councillor Bowrah stated that they were members of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning Committee meeting than at the Town Council Planning meeting as different facts could be placed before them.
Councillor Jackie Govier declared a personal interest in Agenda item 5 (43/2008/124) as an employee of Wellesley Park School. Councillor Andy Govier declared a personal interest in the same item as a member of Somerset County Council.

14887 CONSULTATION PROCESS
Councillor Andy Govier drew attention to the existing consultation process in relation to planning applications. It was apparent that representations made by interested members of the public that were submitted direct to the Local Planning Authority did not reach the Town Council. It was felt that in order to better engage members of the public with the planning process and to keep the Town Council fully informed of all representations made in respect of planning applications the system could be improved.
RESOLVED that
(a) the Local Planning Authority be requested to make what alterations were necessary to consultation letters and site notices to encourage any representations to be submitted to the Town Council as well as the Borough Council;
(b) this information be included in the Town Council’s new web site.

14888 LAY BY TAUNTON ROAD
The Mayor (Councillor Critchard) reported that the lay by that had previously been situated on the Taunton Road had disappeared as a result of the development of a cycleway on this land.
RESOLVED that further enquiries be made of the Highway Authority

14856 MINUTES
The minutes of the meetings of the Council held on 1 September 2008, copies of which had been circulated, were taken as read and signed by the Mayor as correct.

14857 TOWN MAYOR’S ANNOUNCEMENTS
The Town Mayor reported upon the engagements he had been involved in since the last meeting of the Council. He had attended the 65th anniversary of the Women’s Section of the Royal British Legion, a concert by the RAF Band at Weston super Mare and a performance by the local youth group from the Arts Association “Re-wired for Sound”. He reflected on what a credit to the town these young people were.
He had also attended functions at The Lighting Centre which celebrated its 3rd anniversary and the opening of a new worship centre at the Baptist Church.
A successful Wellington carnival had taken place where, in addition to receiving guests at a reception, the Mayor and Mayoress had taken part in the procession.
Attention was drawn to an event taking place on 21 October when the Town Council would be honouring those local people who had seen service in the Second World War as Bevin Boys and Land Army Girls.

14858 POLICE REPORT
Details were submitted of the latest crime figures for the area. The number of crimes had reduced and the detection rate was much higher than normal. This was mainly because convictions had been achieved in relation to 61 cases all of which had been perpetrated by the same individuals.
Sgt Bell also drew attention to two particular campaigns that the Police were currently involved in. One was aimed at reducing the fear of crime for people aged 60 and over and the other was to make parents more aware of where their children were when they were not at home.
Sgt Bell had also submitted a letter which he explained was concerned with the negative view that many local residents had of the place they lived. He felt that every opportunity should be taken to promote the many positive things that happened or were available in and around Wellington.



14859 PUBLIC PARTICIPATION TIME
(a) Clive Gill, Chairman of the Tonedale Local Action Team drew attention to the problems currently being experienced by the decision of the owner of The Orchards to fence off a footpath which ran between Millstream Gardens and Burchills Hill. The decision to fence off this footpath meant that pedestrians, many of them children, now had to use the far more dangerous Milverton Road to get from Millstream Gardens to Burchills Hill. There was evidence to show that this route had been used as a public footpath for well over 50 years and he asked that the Council do all it could to get public access reinstated.
Roger Pickersgill, a resident of Five Houses emphasised the period of time over which this path had been used by the public. Mr E Tottle, also of Five Houses, drew attention to the traffic danger in this area caused by cars using Burchills Hill as a “rat run”.
The Town Clerk reported that the responsibility for rights of way lay with the County Council. They had notified him that an application to include this footpath on the Definitive Map had been submitted but that it was unlikely to be dealt with until at least 2011.
Councillor Govier also reported that following consultation with the Borough Council and the County Council enforcement action was now being investigated in relation to the unauthorised erection of the fence and the possibility of making a Creation Order which, if successful, would reinstate the path far earlier than anticipated.

Resolved that;
(i) Taunton Deane Borough Council be informed that the Town Council supported any appropriate enforcement action that might be taken in relation to the unauthorised fence;
(ii) Somerset County Council be informed that the Town Council would support the making of a Creation Order in an effort to reinstate public access.
(The Mayor (Councillor Critchard), Councillor Bowrah and Councillor Copley stated that they were members of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning meeting than at the Town Council meeting as different facts could be placed before them.)
(b) Pauline Sturgess of Friends of Wellington Park informed the Council of forthcoming events. It was hoped that children from Court Fields School would be able to take part in events at the Park in the future.
(c) Samantha King, a resident of Mount Pleasant, Wellington drew attention to anti social activities from which she and other residents had suffered in the Bulford area. The problems surrounded the use of a bench on an open, unused area of land which was regularly being used as a meeting point.
Sgt Bell confirmed that he was aware of the problems and that patrols in that area would be increased as a result.
The bench was in a poor state of repair and local councillors stated that they would support its removal. Investigations were also being undertaken into a different use of this area of land.
Resolved that Taunton Deane Borough Council be asked to remove the seats in the first instance and to liaise with local Councillors to find a more constructive use of this area of land.


(d) Mrs Diana Land asked what progress had been made to reinstate a collar on the Belisha Beacon at the junction of Courtland Road and Waterloo Road.
The Town Clerk confirmed that he had contacted the Highway Authority and that they had agreed to investigate the problem with a view to putting the collar back.

14860 THE NEW CURRICULUM AND CHANGES IN EDUCATION
Jeannie Lillywhite, Assistant Head Teacher at Court Fields Community School gave a presentation on the new curriculum and the raft of changes that were happening in education over the next five years.
She particularly focussed on how it would affect the Wellington area. The aim of the reforms was to ensure that by the age of 19 young people were prepared by education to succeed in life.
The Youth Opportunities Programme would personalise the curriculum. She drew attention to the time period over which these changes would take place and the different opportunities that were now being offered including Young Apprenticeships and new work based qualifications. There was a possibility that these new opportunities might be able to link in with the work being undertaken in connection with Wellington Food Town.
The Mayor thanked Jeannie for this most interesting presentation and for sharing these proposals with the Town Council.

14861 GRANT APPLICATION: WIMBLEBALL SAILABILITY
An application for a grant of £300 had been received from Wimbleball Sailability towards the provision of a toilet for disabled persons inside it’s clubhouse and the purchase of a rescue boat. The Finance Committee had considered the application in detail and had recommended that a grant be paid.

Resolved that a grant of £300 be made subject to the total amount required for these works being achieved.

14862 YOUTH COUNCIL
Christina Green, Assistant to the Clerk reported that following the previous decision of the Council to further develop this initiative she had written to local schools, colleges and youth organisations regarding the possibility of setting up a Youth Council. This matter had arisen as a result of the Vision for Wellington work.
A number of positive replies expressing initial interest had been received. The next step was to call the various groups together with a view to establishing a Youth Council.

Resolved that further action be taken to enable this initiative to develop.

14863 WELLINGTON 1100
Further to Minute 14842 the Town Clerk reported that he had discussed this idea with the Chairman of the Wellington Museum Society. The Society had considered the matter and had agreed that it would do all it could to support and promote any celebration but did not want to lead on it.
It was felt that any celebration or event should be community led and not necessarily organised and arranged by the Town Council.
In order to progress this matter it was agreed that a Working Party be formed.



Resolved that a Working Party comprising The Mayor (Councillor Critchard), Councillors A Govier and Mitton be formed to look into how this matter might developed further.

14864 FUNDING FOR RESTORATIVE JUSTICE PROJECT IN WELLINGTON.
Submitted details of an email from Scott Weetch, Community Safety Coordinator, Taunton Deane Borough Council which asked for expressions of interest in continuing funding for the Restorative Justice Scheme in Wellington.
Although funding for the scheme would run out on 20 January 2009, the project would be able to continue until the end of March 2009. In order for the scheme to continue beyond then, into the 2009/10 financial year, a total funding of £35,000 needed to be secured.
The project had been successful and had exceeded expectations – the Town Council having received a presentation from the Coordinator at its last meeting. Funding had been sourced from a number of different areas with the Town Council’s contribution being £2,500. The Council were now being asked for an expression of interest in the scheme continuing together with an indication of the amount it was likely to contribute.

Resolved that Taunton Deane Borough Council be informed that this Council were fully supportive of the scheme and would like to see it continue. Subject to consideration of the Council’s budget for 2009/10 it was likely to contribute towards the funding but at this stage were not able to indicate at what level.

14865 COUNCIL QUESTION TIME EVENTS
Submitted a letter from the County Council and 5 District Councils drawing attention to a series of these event taking place throughout the county. Parish and Town Councils had been invited to attend.

Resolved that the letter be noted.

14866 PIONEER SOMERSET
Submitted a letter from South Somerset District Council regarding a survey of District Council services. It was felt that before the survey questionnaire was completed and the devolution workstream developed it would be helpful to meet with the appropriate Borough Council officer. Members wanted reassurance that should additional responsibilities be undertaken at this level, then sufficient funding be made available to allow them to carry it out.

Resolved that Brendan Cleere, Strategic Director, Taunton Deane Borough Council, or an appropriate officer, be invited to meet the Council before the survey was completed.

14867 DEVELOPMENT AT PRIORY, WELLINGTON
The Town Clerk reported that it had now been confirmed that this development would be named “Gillian Allen Court”

Resolved that the report be noted and an appropriate naming ceremony be held when the development was completed.

14868 SOMERFIELD DEVELOPMENT, HIGH STREET, WELLINGTON
Consideration was given to a request from the developers that the Somerfield Supermarket development at High Street be named “Red Lion Court”. This would be in accordance with a historical name which was in use in this area in 1890.

Resolved that the request be agreed and the development be named Red Lion Court

14869 TAUNTON DEANE COMMUNITY TRANSPORT
The Town Clerk reported that he had been informed by the County Council that the charity running TDCT has ceased trading. Transporting Somerset would be providing a new service from 1 October 2008.

Resolved that the information be noted.

14870 MAP OF WELLINGTON
Councillor Copley drew attention to the lack of an adequate map in the town that provided directions to the many facilities available. It was suggested that there might be an opportunity to involve local traders in the provision of such a map.

Resolved that the suggestion be investigated further and the Chamber of Trade be approached to ascertain if they would be interested in this idea.

14871 NORTHERN RELIEF ROAD – PETITION
Councillor Jackie Govier reported that a petition regarding the provision of a Northern Relief Road had recently been launched. It was hoped that there would be widespread support for this proposal. Once sufficient signatures had been obtained the petition could then be submitted as evidence of the weight of local support for the development.

Resolved that the present position be noted.

14872 CIVIC SERVICE – 16 NOVEMBER 2008
Councillor Critchard (Town Mayor) reported that arrangements were now well in hand for a Civic service at St John the Baptist Parish Church at 9.45a.m. on 16 November 2008. The Service would be part of the usual Communion Service in that Church.
It was intended to invite representatives of surrounding local authorities, local businesses, clubs, places of worship and organisations. In addition an open invitation to all local residents would be published in the Press. The aim was to make this a Service that would reflect the local community.

Resolved that the proposal be welcomed.

14873 EMERGENCY COMMITTEE
Submitted the minutes of Emergency Committee held on 9 September 2008.

Resolved that the minutes be noted and the recommendations contained therein be agreed.



14874 WELLINGTON ECONOMIC PARTNERSHIP
Submitted the minutes of the Wellington Economic Partnership meetings held on 22 May and 31 July 2008. Councillor Mitton, the Secretary of the Partnership, informed the Council that it had considered the Vision for Wellington and had agreed to champion those parts that related to the economy of the town. In addition it would be giving further consideration to a Business Plan for the Food Town.

Resolved that the report be noted.

14875 WELLINGTON TWINNING ASSOCIATION
Councillor Copley reported upon the activities that had been undertaken by the Twinning Association throughout the year. A number of events were planned for the future, details of which were submitted.
A letter was also submitted from the Wellington Twinning Association thanking the Council for its grant in connection with the recent visit from Torres Vedros and giving details of how the funds were used.

14876 VISION FOR WELLINGTON
Prior to this meeting Councillor Mitton had made a presentation to the Council explaining the details of the Vision for Wellington. A successful launch for the Vision had recently taken place.
In view of the valuable content of the Plan members considered that it would be appropriate and beneficial to use the Vision Document as a basis for the Town Plan. Initially this could be looked at in some detail by a small group of members.

Resolved that the Vision for Wellington be used as a basis for the Town Plan and that a Working Party comprising the Mayor (Councillor Critchard) and Councillors A Govier and Mitton be formed to consider the matter further.

The Committee had noted steps that were to be taken to introduce a cost coding system and to prepare a draft revised grants policy.

14881 MAYOR’S SPECIAL AWARD
The Town Mayor (Councillor Peter Critchard) drew attention to the contribution made to the community over a long period of time by a particular local resident. In the circumstances it was felt that the Council should acknowledge this service by making a special, one off, award.
A discussion ensued around the basis on which such awards should be made.

Resolved that
(a) an appropriate Award be made to the person referred to at a future meeting of the Council;
(b) the Clerk draft a criteria against which any such future awards might be based and submit it to the Council for consideration.

MINUTES OF THE 137th PLANNING MEETING OF WELLINGTON TOWN COUNCIL HELD IN THE UNITED REFORMED CHURCH HALL IN FORE STREET, WELLINGTON, ON MONDAY 1 SEPTEMBER 2008 AT 6PM

14822 DECLARATIONS OF INTERESTS
The mayor and Councillors Bowrah and Copley stated that they were members of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning Committee meeting than at the town council planning meeting as different facts could be placed before him. Councillors A and J Govier declared personal interests in the application at 78 Sylvan Road because they knew the applicant and Councillor A Govier also declared a personal interest in the application about the medical centre because he was member of the Somerset PCT.

14823 3 OLDWAY PARK, WELLINGTON
The council received details of an application for the erection of an extension and loft conversion at 3 Oldway Park, Wellington (43/2008/103). The council received a total of 5 letters of objection on the grounds of loss of privacy, overdevelopment, affecting the character of the street scene and concern about the existing trees. Taunton DBC planning manager John Hamer explained the previous application for an extension on the site had been withdrawn which the planning department had concerns about. However this application which was to again alter the bungalow to form a two-storey house had reduced the height of the proposed extension to 5.6 metres which they felt was perfectly acceptable in that location. He acknowledged the objections from the neighbours but planners felt there would be no undue overlooking and the landscape officer was happy with protective fencing to be provided to protect the existing trees on the site which were covered by tree preservation orders. Councillors agreed to suspend standing orders to allow two members of the public to speak. Mr R Newman of Oldway Park said he felt this proposal was little different to the original application in terms of scale and felt it was too big for the site. Although the plans were now for a 2 bedroom property rather than a 5 bedroom property as proposed in the previous application, he felt the rooms were so large they could easily be divided to create more rooms. He also felt the gable end window would result in a loss of privacy to the neighbouring property. He also indicated the proposed garage would be built under the existing trees on the site and could not see how they would be unaffected by the proposal. Mrs Webber of Blackmore Road also spoke and cited loss of privacy as her main objection to the proposal and she agreed with Mr Newman the proposed dwelling was sufficiently large that the applicant would be able to increase the amount of rooms. Mr Hamer said he was happy to go back to the applicant about the concern over the windows.

Resolved that the application be REFUSED on the grounds of overdevelopment and detrimental to the street scene.

14824 78 SYLVAN ROAD, WELLINGTON
The Council received details of an application for the erection of a two storey extension and single storey flat roof extension to the front of 78 Sylvan Road, Wellington (43/2008/095). Mr Hamer explained he had just received amended plans for the site which the planning department were happy with as it had overcome their previous concerns about no external window and affecting the character of the terrace.

Resolved that permission be GRANTED.

14825 30 DRAKES PARK, WELLINGTON

The Council received details of an application for the erection of a porch, single storey rear extension and erection of two storey side extension including balcony at 30 Drakes Park, Wellington (43/2008/093). The council received a report from the planning officer recommending refusal because the proposed balcony would result in overlooking neighbouring properties to an unreasonable degree. Mr Hamer explained it was only the balcony that was causing concern to the planning department and the reason for recommending refusal. The council suspended standing orders to allow the applicant Julie Keirl to speak. She explained she wanted the balcony to enjoy the view directly opposite across the fields and it would also provide an emergency exit. She had no desire to look at her neighbours and thought it would be near impossible to do so as she would have to lean right over on the far side of the balcony to do so. There had been no objections from neighbours to the application so she hoped the council would give it favourable consideration.

Resolved that permission be GRANTED.

14826 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
The Council considered the following applications and made the following recommendations:

(a) Erection of Medical Centre with attached services, including car parks, external works and landscaping and formation of access to Mantle Street, land to south and west of 112B Mantle Street, (Part of Trinity Farm), Wellington (Revised proposal) (43/2008/091). The council received one letter of objection from Mr Orszag-Land of Mantle Street, on the grounds of loss of parking, increase disruption, noise and pollution and concerned about the effect on local wildlife.
Mr Hamer explained the proposal was for a slightly smaller footprint on the site to the previous application which had been given permission so the planning department were likely to approve it. However councillors objected to the proposal because they felt it was the wrong site for the medical centre. Councillor J Govier also had concerns about the effect it would have on the neighbouring property and recommended refusal.

Recommended that permission be REFUSED by 2 votes with none against. There were 12 abstentions.

14828 MINUTES
The minutes of the meetings of the council held on 7 July 2008 copies of which had been circulated were taken as read and were signed as correct by the Mayor with the following amendment that Cllr D Mitton was present at the August planning meeting.

14829 WELLINGTON RESTORATIVE JUSTICE SCHEME PRESENTATION
Restorative Justice coordinator Rowena Stratford gave a presentation to the council about the Wellington Restorative Justice Scheme. She explained that after 8 months into the project and the scheme was now up and running. The panel had been set up and it dealt with cases of anti-social behaviour and low level crime to bring together offenders and victims and find positive solutions to crime. There were currently 15 volunteers for the panel who were now trained and had dealt with their first cases which included thefts, anti-social behaviour, neighbourhood dispute, criminal damage. Rowena explained that in many cases the parents of young offenders were involved in the process which often had the strongest affect on the offender when they realised how it had affected their parents. Sgt Stuart Bell praised the scheme and explained it fulfilled a gap in the criminal justice system for those offenders which the police did not want to take through the criminal justice system. Restorative justice schemes had proved to be a great success as the re-offending rate was very low. He felt it was also important the local community also saw offenders taking responsibility for their actions. The mayor thanked Rowena for her hard work and praised the success of the scheme.

14830 TOWN MAYOR’S ANNOUNCEMENTS
The Town Mayor reported that since the last meeting he had attended a number of events including an ‘armchair travel’ session at Lodge Close which enabled residents to share their memories and experiences, Wellington Sports Federation’s Summer Spectacular at the rugby club and a health living walk around Wellington Park organised by WHERE. He also represented the town council at the funeral of Jack Shires and attended Wellington Flower Show and Nynehead Village fete and barbeque.





14831 POLICE REPORT
Councillors received details of the latest crime figures for the area. Sgt Bell explained the figures were up by one compared to the previous month but they had a successful month in arresting and charging offenders. He also praised a member of the public who had detained two young offenders aged 12 and 14 and explained the 14 year old had been charged with 6 offences of criminal damage and the 12 year old was wanted in connection with a large number of incidents of 15 thefts from shops and 15 thefts from motor vehicles. Two 14 year olds were also on bail following a series of offences of criminal damage, and thefts from motor vehicles and shops. A 17 year old has been remanded in custody for 5 thefts from shops and 1 non dwelling burglary. There had been reports of a large spate of crime which took place in the centre of Wellington recently including two women who had a scuffle and a number of thefts from motor vehicles however Sgt Bell said it was exaggerated and was linked to a group of youngsters which they were aware of. He also pointed out that many of these vehicles were unsecured. A disco had been arranged for youngsters on Friday September 5.

Resolved the council write to the lady who had apprehended the offenders praising her for her action.

14832 PUBLIC PARTICIPATION TIME
(a) The chairman of the Friends of Wellington Park Pauline Sturgess informed councillors the park had been the victim of a considerable amount of vandalism this year but despite this and the awful weather it had been another successful year for the summer entertainment in the park. However the weather had taken its toll on the gazebos and new ones would have to be bought. The programme for next year was being planned and events for the winter had been planned including one on November 22. There were now over 140 members of the park and it was hoped a parks forum would be established shortly to exchange advice etc with people from other park groups.

(b) Mrs Isabel Ward from Wellington in Bloom said there had been a lot of vandalism in the town centre and it had been a very difficult summer for the displays. The South West in Bloom presentation was to be held on 18th September in Plymouth when they would find out if they had been successful. Many of the points in the competition were awarded on community involvement. The presentation for local competitors was to be held in the Methodist church on October 10 and councillors were invited to attend. On October 25 there would be an art auction to raise funds and councillors were invited to join the event where there would be cheese and wine.

14833 GRANT APPLICATION: COURT FIELDS COMMUNITY SCHOOL
An application for a grant of £600 had been received from Court Fields Community School for providing workshops in relation to exposure to drugs or misuse of substances.

Resolved that the grant for £600 be paid either directly to the school or youth centre on condition it would be a one-off payment.




14834 PLANNING APPLICATION AT 49 HIGH STREET, WELLINGTON
Further to minutes 14676 (April 2008 meeting) and 14444 (September 2007 meeting) a letter was received from Mr and Mrs Sumner thanking the council for its support in their appeal against a refusal of planning permission for the installation of solar heating panels. Councillors sympathised with the couple and agreed that something needed to be done to change the current policies at Taunton Deane BC to encourage more environmentally friendly proposals.

Resolved to write a letter to Taunton Deane to find out what can be done to change the existing planning policies in order to support more environmentally friendly proposals.

14835 UPDATE ON THE WELLINGTON COMMUNITY WOODLAND PROJECT
A report was received from tree warden Colette Hayter updating the council about the plans for a Wellington Community Woodland with details on how people could get involved.

14836 TAUNTON DEANE STANDARDS COMMITTEE
A letter was received from TDBC parish liaison officer David Greig inviting nominations to serve as a parish representative on the Taunton Deane Standards Committee.

Resolved that Councillor Mitton become the council’s representative.

14837 WELLINGTON AND DISTRICT HEALTHY LIVING CENTRE TRUST
A letter was received from the Wellington and District Healthy Living Centre Trust explaining that it will no longer be able to arrange and deliver a programme of activities. It was explained the trust were unable to deliver these activities due to the restrictions imposed on them for the agreement for the lottery grant. Councillors expressed their disappointment about this and hoped other groups might be able to take on some of the activities.

Resolved to contact the trust about the situation and find out if there are other groups in the town who are able to continue with the activities.

14838 VISION FOR WELLINGTON LAUNCH
The council received an invitation from the Wellington Market and Coastal Towns Initiative for the Vision for Wellington Launch on Thursday September 18 at either 2pm or 7pm at Wellington Rugby Club.

14839 COMMUNITY PARTNERSHIP MEETINGS
A letter was received from Taunton Deane Local Strategic Partnership giving details about the next round of Community Partnership meetings.

A letter was received from Wellington Food Town Festival Committee asking for a representative from the town council to be appointed to the committee.

14841 SOMERSET ASSOCIATION OF LOCAL COUNCILS AGM
Notice was given of the SALC annual meeting to be held on Saturday September 27 at 10.30am at Woolavington Village Hall. Councillor Mitton said he would be attending.

14842 WELLINGTON 1100
A report was received from Councillor Mitton about marking the long history of Wellington. He explained the history of Wellington dated back about 1100 years but nothing seemed to have been done to celebrate the town’s long history and felt something ought to be done perhaps with some sort of civic event next year. Councillors praised the idea and felt some research about this could be done so they could look at the matter in more detail.

Resolved to bring this matter back to a future meeting to discuss in more detail.

14843 ENVIRONMENT COMMITTEE
The minutes of a meeting of the Environment Committee held on 12 August 2008 were submitted for consideration. The committee considered the existing dog warden service, the town guide for 2010, land at Winsbeer, and flower beds in the town.

Resolved that the minutes of the meeting be noted and the recommendations contained therein be agreed.

14844 ALLOTMENTS COMMITTEE
Councillor Bowrah declared a prejudicial interest as an allotment holder and stated he would not vote on this item.
The minutes of a meeting of the Allotments Committee held on 14 August 2008 were submitted. The Committee had given consideration to the inspection of plots, a fence and gate at the site, and the informal meeting of the tenants.

14845 STAFFING AND TRAINING COMMITTEE
The minutes of a meeting of the Staffing and Training Committee held on 18 August 2008 were submitted. The Committee had considered options regarding maternity leave, pay and conditions of the town clerk and assistant clerk, member development strategy, and training for members.

14846 CHRISTMAS LIGHTS WORKING PARTY
The minutes of a meeting of the Christmas Lights Working Party held on 21 August 2008 were submitted. The working party had looked at arrangements for the switching on of the Christmas lights for this year.

Resolved that the minutes of the meeting be noted and the recommendations contained therein be agreed and to write to all junior schools in Wellington about their thoughts for having a combined school choir for next year’s Christmas Lights switch on.

14847 WELLINGTON ECONOMIC PARTNERSHIP
Councillors considered the appointment of a representative to the Wellington Economic Partnership. The assistant clerk also informed the council there had been no minutes or reports received from WEP since the withdrawal of council officers from the partnership earlier in the year. However Councillor Mitton said he had sent a report to the office and he agreed to re-send it. He also informed members the next meeting was due to take place on 22 September.

Resolved that councillors would consider the appointment and notify the clerk if they wished to be considered for the position.

14848 EMERGENCY COMMITTEE
The council was informed that a meeting of the emergency committee had been arranged to take place on Tuesday September 9 at 2.30pm to discuss the town council’s emergency role with civil contingency officers from Taunton Deane and Somerset County Council.

14798. TOWN MAYOR’S ANNOUNCEMENTS
The Town Mayor reported that since the last meeting he had attended a number of events including a concert given by the New Horizon Singers in Taunton where the guest soloist had been a young Wellington resident. He had also attended the presentation of prizes at Court Fields School and a fete at Linden House. Unfortunately he had suffered a bout of ill health during the past month and he thanked the Deputy Mayor Councillor Janet Reed, for deputising for him on a number of occasions.

14799. POLICE REPORT
John Swayne, PCSO Support Officer submitted details of the latest crime figures for the area. Criminal damage to motor vehicles had shown an increase although decreases had been seen in assaults and criminal damage to property. Overall, the crime figures had remained fairly stable.
The drive to increase the number of Special Constables in the area had been successful.

14800. PUBLIC PARTICIPATION TIME
(a) Mrs Diana Land drew attention to problems being caused by the lack of a deflector on the Belisha Beacon in North Street.

Resolved that the Highway Authority be informed of the problem.

(b) Mrs Isabel Ward thanked the Town Council for its support during the Britain in Bloom competition. She also drew attention to the success achieved at Wellington Park where Green Flag status had been retained for the sixth successive year.

Resolved that the Friends of Wellington Park be congratulated on once again achieving Green Flag status.




14801. GRANT APPLICATION: WELLINGTON SPORTS FEDERATION
An application for a grant of £400 had been received from the Wellington Sports Federation to pay for insurance cover for its Sports Spectacular to be held on 25 August 2008.
Unfortunately the application had not been submitted in accordance with the Council’s grants policy. Insufficient information had been provided and therefore the Council were unable to make a judgement on the application.

Resolved that the Town Clerk, in consultation with the Mayor, be authorised to deal with the application subject to satisfactory additional information being provided by the Sports Federation.

14802. GRANT APPLICATION: WELLINGTON CARNIVAL COMMITTEE
An application for grant of £800 had been received from the Wellington Carnival Committee as a contribution to providing barriers and signs for the 2008 Carnival.

Resolved that a grant of £800 be made.

14803. TAUNTON AND DISTRICT CITIZENS ADVICE BUREAU
Further to Minute 14755 (2 June 2008) submitted a note of a meeting between Councillors Jackie Govier and Vivienne Stock-Williams and Liz Fothergill of the CAB regarding the possible provision of an enhanced service in Wellington. Although there was a desire to enhance the service, there were a number of logistical, security and funding problems which prevented any additional service being provided at the present.

Resolved that the report be noted.

14804. DOG WARDEN SERVICE IN WELLINGTON
With reference to Minute 14680 (7 April 2008) it was reported that the Environmental Health Section at Taunton Deane Borough Council had submitted further information regarding the possible provision of an increased Dog Warden service in the town.
SDK, the Dog Warden contractors, had confirmed that any additional time would cost £35 per hour. In addition, the Town Council would be required to undertake day to day administration of the additional hours, monitoring of the contract, invoicing and negotiating with the company if and when problems arose. The Council were disappointed at the outcome of these negotiations and suggested that further consideration be given by the Environment Committee.
A letter was also submitted from the Wellington Action Group for Dogs drawing attention to the results of a survey they had undertaken which highlighted the worst areas in the town for dog fouling.

Resolved that

(a) the possible provision of an increased Dog Warden service be referred to the Environment Committee for further consideration and a representative of the Environmental Health Section be invited to attend;


(b) the Wellington Action Group for Dogs be thanked for the valuable work they were carrying out in this area.

14805 THINKING BIG FOR WELLINGTON.
Further to Minute 14773 (2 June 2008) the Town Clerk reported that he had contacted the Cooperative Society to enquire about its future plans for the existing Coop supermarket in Wellington. A reply had now been received which indicated that it was too early to formulate any plans for this building but that it would welcome the views and aspirations of the Council in relation to its future use.
In view of recent developments regarding the establishment of a new Medical Centre in Wellington it was felt that the Centre should be given the opportunity to take part in any further discussions should they wish.

Resolved that the Health Centre be asked if they would be interested in being involved in any further discussions with the Coop regarding the future use of the building.

14806 YOUTH COUNCIL
With reference to Minute 14785 (7 July 2008) a report was submitted which explained the advantages and disadvantages involved in setting up a local Youth Council. The report drew attention to the methods involved in operating such a Council and gave examples of where they had operated successfully.

Resolved that the local schools, colleges and youth organisations be contacted to ascertain what potential there might be for forming a Youth Council.

14807 WELLINGTON SCOUT GROUP
Submitted an email from Steve Altria, Group Scout Leader 1st Wellington Scout Group which updated the Council following the award of a grant made in March 2007.

Resolved that the information be noted

14808 FREE TRAINING FOR VOLUNTARY AND COMMUNITY ORGANISATIONS
Details were submitted of a number of free training events which were being organised through the Community Council for Somerset. The events would cover a variety of topics which were related to the organisation and running of voluntary and community organisations.

Resolved that any councillor interested in attending any of the courses inform the Town Clerk who would take the necessary action.

14809 TREE PRESERVATION ORDER, SHUTE ROW, WELLINGTON
Reported that a Tree Preservation Order had been made on an ash tree in the front garden at 1 Shute Row, Wellington.

Resolved that the TPO be noted.




14810 TEMPORARY ROAD CLOSURE, EXETER ROAD AND MANTLE STREET, WELLINGTON
Notification had been received from the Highway Authority that Exeter Road and Mantle Street would be closed for 3 days starting from 18 August 2008. This was to enable resurfacing work to be undertaken. It was hop-ed that the Highway Authority would take the opportunity to re-seat a drain at the junction with Trinity Close.

Resolved that the information be noted.

14811 FOOTPATHS COMMITTEE
The minutes of a meeting of the Footpaths Committee held on 1 July 2008 were submitted for consideration. Although the Committee had taken action to ensure the proper maintenance of a number of footpaths it was felt that it required further information on the division of responsibilities regarding footpath matters.

Resolved that
(a) the terms of reference set out in the minutes be adopted;
(b) the County Footpaths Officer be requested to provide further information regarding responsibilities for footpath matters.

14812 ALLOTMENTS COMMITTEE
The minutes of a meeting of the Allotments Committee held on 9 July 2008 were submitted. The Committee had given consideration to the provision of fencing and gates, the clearing of footpaths and hedges and had undertaken a full inspection of all plots. The “new” 2008 contract would be sent to all tenants. The re-numbering of plots was to be considered and the policy regarding the allocation of plots was adjusted. Details had been received of an informal meeting of allotment tenants.

14813 COMMUNITY SAFETY COMMITTEE
The minutes of a meeting of the Community Safety Committee held on 17 July 2008 were submitted. The Committee had considered options for connecting to the CCTV camera and felt that the current connection should be renewed. One of the CCTV cameras had now been re-located to Rockwell Green. Discussion had also taken place regarding the availability of external funding, the outstanding grant application from Radiowatch, security issues at Court Fields School and progress with the Resorative Justice scheme.

14814 WELLINGTON ECONOMIC PARTNERSHIP
Councillor Mitton reported upon a meeting of the Partnership held on 28 July 2008. The WEP also encompassed the activities of the MCTI and the Food Town. It was reported that Taunton Deane Borough Council would be providing £10,000 to fund a number of projects.


It was also felt that information in the Vision for Wellington could form the basis of the Town Council’s Parish Plan and that this should form the basis of a future agenda item for the Council.
The Local Action for Rural Communities bid for rural funding had been successful and it was hoped that some of the funds would be used for local initiatives.
The Partnership had considered a report on the recent Food Town event. As a result it would be preparing a Business Plan for next year’s Food Festival. It had been felt that a separate committee should be formed to undertake this event although the overall concept of the Food Town would remain part of the Economic Partnership.

14815 WELLINGTON TWINNING ASSOCIATION
Councillor Copley reported upon recent activities of the Twinning Association. A party of visitors from Torres Vedros had recently visited the town and a group of 19 scouts had gone to Portugal.
45 German children would be taking part in a visit at the beginning of September.

Resolved that the report be noted.

14816. SWITCHING ON OF CHRISTMAS LIGHTS 2008
Consideration was given to the arrangements for the switching on of the Christmas Lights for 2008. A number of suggestions were discussed for the event which would take place on 28 November 2008.

Resolved that a Working Party comprising Councillors Critchard, Copley, Reed and Walters be formed to consider the detailed arrangements for the switching on of the lights.

14817. BMX TRACK
Councillor Mitton reported that although an alternative use had now been planned for the existing BMX track, Court Fields School had indicated an interest in the provision of both a replacement track and a Risky Play Area. He would keep the Council informed of any further developments.

14818. PROMOTING WELLINGTON TOWN COUNCIL
The Town Mayor (Councillor Critchard) drew attention to the number of events that took place in the town at which he felt the Town Council could be promoted. He felt that more should be done to raise the profile of the Council at such events.

The Clerk reported that the Council’s receipts for the period from 31 March to 30 June was £328,102.75 and that expenditure for the same period was 384,722.02. It was explained that the sum that was originally in the Council’s Deposit Account had mistakenly been transferred by the Bank to the current account. This therefore showed a much higher balance in the current account than anticipated. The position had since been corrected and would be reflected in next month’s figures.

Resolved that the report regarding Payments and Receipts be noted and approved.

Minutes of the meeting of Wellington Town Council held in the United Reformed Church Hall, Fore Street, Wellington on Monday 4 August 2008 at 7.00pm.

14797. MINUTES
The minutes of the meetings of the Council held on 7 July 2008 copies of which had been circulated were taken as read and were signed as correct by the Mayor.

14798. TOWN MAYOR’S ANNOUNCEMENTS
The Town Mayor reported that since the last meeting he had attended a number of events including a concert given by the New Horizon Singers in Taunton where the guest soloist had been a young Wellington resident. He had also attended the presentation of prizes at Court Fields School and a fete at Linden House. Unfortunately he had suffered a bout of ill health during the past month and he thanked the Deputy Mayor Councillor Janet Reed, for deputising for him on a number of occasions.

14799. POLICE REPORT
John Swayne, PCSO Support Officer submitted details of the latest crime figures for the area. Criminal damage to motor vehicles had shown an increase although decreases had been seen in assaults and criminal damage to property. Overall, the crime figures had remained fairly stable.
The drive to increase the number of Special Constables in the area had been successful.

14800. PUBLIC PARTICIPATION TIME
(a) Mrs Diana Land drew attention to problems being caused by the lack of a deflector on the Belisha Beacon in North Street.

Resolved that the Highway Authority be informed of the problem.

(b) Mrs Isabel Ward thanked the Town Council for its support during the Britain in Bloom competition. She also drew attention to the success achieved at Wellington Park where Green Flag status had been retained for the sixth successive year.

Resolved that the Friends of Wellington Park be congratulated on once again achieving Green Flag status.




14801. GRANT APPLICATION: WELLINGTON SPORTS FEDERATION
An application for a grant of £400 had been received from the Wellington Sports Federation to pay for insurance cover for its Sports Spectacular to be held on 25 August 2008.
Unfortunately the application had not been submitted in accordance with the Council’s grants policy. Insufficient information had been provided and therefore the Council were unable to make a judgement on the application.

Resolved that the Town Clerk, in consultation with the Mayor, be authorised to deal with the application subject to satisfactory additional information being provided by the Sports Federation.

14802. GRANT APPLICATION: WELLINGTON CARNIVAL COMMITTEE
An application for grant of £800 had been received from the Wellington Carnival Committee as a contribution to providing barriers and signs for the 2008 Carnival.

Resolved that a grant of £800 be made.
(Councillor P Critchard declared a personal interest in this application as Vice Chairman of the Wellington Carnival Committee)

14803. TAUNTON AND DISTRICT CITIZENS ADVICE BUREAU
Further to Minute 14755 (2 June 2008) submitted a note of a meeting between Councillors Jackie Govier and Vivienne Stock-Williams and Liz Fothergill of the CAB regarding the possible provision of an enhanced service in Wellington. Although there was a desire to enhance the service, there were a number of logistical, security and funding problems which prevented any additional service being provided at the present.

Resolved that the report be noted.

14804. DOG WARDEN SERVICE IN WELLINGTON
With reference to Minute 14680 (7 April 2008) it was reported that the Environmental Health Section at Taunton Deane Borough Council had submitted further information regarding the possible provision of an increased Dog Warden service in the town.
SDK, the Dog Warden contractors, had confirmed that any additional time would cost £35 per hour. In addition, the Town Council would be required to undertake day to day administration of the additional hours, monitoring of the contract, invoicing and negotiating with the company if and when problems arose. The Council were disappointed at the outcome of these negotiations and suggested that further consideration be given by the Environment Committee.
A letter was also submitted from the Wellington Action Group for Dogs drawing attention to the results of a survey they had undertaken which highlighted the worst areas in the town for dog fouling.

Resolved that

(a) the possible provision of an increased Dog Warden service be referred to the Environment Committee for further consideration and a representative of the Environmental Health Section be invited to attend;


(b) the Wellington Action Group for Dogs be thanked for the valuable work they were carrying out in this area.

14805 THINKING BIG FOR WELLINGTON.
Further to Minute 14773 (2 June 2008) the Town Clerk reported that he had contacted the Cooperative Society to enquire about its future plans for the existing Coop supermarket in Wellington. A reply had now been received which indicated that it was too early to formulate any plans for this building but that it would welcome the views and aspirations of the Council in relation to its future use.
In view of recent developments regarding the establishment of a new Medical Centre in Wellington it was felt that the Centre should be given the opportunity to take part in any further discussions should they wish.

Resolved that the Health Centre be asked if they would be interested in being involved in any further discussions with the Coop regarding the future use of the building.

14806 YOUTH COUNCIL
With reference to Minute 14785 (7 July 2008) a report was submitted which explained the advantages and disadvantages involved in setting up a local Youth Council. The report drew attention to the methods involved in operating such a Council and gave examples of where they had operated successfully.

Resolved that the local schools, colleges and youth organisations be contacted to ascertain what potential there might be for forming a Youth Council.

14807 WELLINGTON SCOUT GROUP
Submitted an email from Steve Altria, Group Scout Leader 1st Wellington Scout Group which updated the Council following the award of a grant made in March 2007.

Resolved that the information be noted

14808 FREE TRAINING FOR VOLUNTARY AND COMMUNITY ORGANISATIONS
Details were submitted of a number of free training events which were being organised through the Community Council for Somerset. The events would cover a variety of topics which were related to the organisation and running of voluntary and community organisations.

Resolved that any councillor interested in attending any of the courses inform the Town Clerk who would take the necessary action.

14809 TREE PRESERVATION ORDER, SHUTE ROW, WELLINGTON
Reported that a Tree Preservation Order had been made on an ash tree in the front garden at 1 Shute Row, Wellington.

Resolved that the TPO be noted.




14810 TEMPORARY ROAD CLOSURE, EXETER ROAD AND MANTLE STREET, WELLINGTON
Notification had been received from the Highway Authority that Exeter Road and Mantle Street would be closed for 3 days starting from 18 August 2008. This was to enable resurfacing work to be undertaken. It was hop-ed that the Highway Authority would take the opportunity to re-seat a drain at the junction with Trinity Close.

Resolved that the information be noted.

14811 FOOTPATHS COMMITTEE
The minutes of a meeting of the Footpaths Committee held on 1 July 2008 were submitted for consideration. Although the Committee had taken action to ensure the proper maintenance of a number of footpaths it was felt that it required further information on the division of responsibilities regarding footpath matters.

Resolved that
(a) the terms of reference set out in the minutes be adopted;
(b) the County Footpaths Officer be requested to provide further information regarding responsibilities for footpath matters.

14812 ALLOTMENTS COMMITTEE
The minutes of a meeting of the Allotments Committee held on 9 July 2008 were submitted. The Committee had given consideration to the provision of fencing and gates, the clearing of footpaths and hedges and had undertaken a full inspection of all plots. The “new” 2008 contract would be sent to all tenants. The re-numbering of plots was to be considered and the policy regarding the allocation of plots was adjusted. Details had been received of an informal meeting of allotment tenants.

Resolved that the minutes of the meeting be noted and the recommendations contained therein be agreed.

14813 COMMUNITY SAFETY COMMITTEE
The minutes of a meeting of the Community Safety Committee held on 17 July 2008 were submitted. The Committee had considered options for connecting to the CCTV camera and felt that the current connection should be renewed. One of the CCTV cameras had now been re-located to Rockwell Green. Discussion had also taken place regarding the availability of external funding, the outstanding grant application from Radiowatch, security issues at Court Fields School and progress with the Resorative Justice scheme.

Resolved that the minutes of the meeting be noted, the action taken confirmed and the recommendations contained therein be agreed

14814 WELLINGTON ECONOMIC PARTNERSHIP
Councillor Mitton reported upon a meeting of the Partnership held on 28 July 2008. The WEP also encompassed the activities of the MCTI and the Food Town. It was reported that Taunton Deane Borough Council would be providing £10,000 to fund a number of projects.


It was also felt that information in the Vision for Wellington could form the basis of the Town Council’s Parish Plan and that this should form the basis of a future agenda item for the Council.
The Local Action for Rural Communities bid for rural funding had been successful and it was hoped that some of the funds would be used for local initiatives.
The Partnership had considered a report on the recent Food Town event. As a result it would be preparing a Business Plan for next year’s Food Festival. It had been felt that a separate committee should be formed to undertake this event although the overall concept of the Food Town would remain part of the Economic Partnership.

Resolved that the report be noted.

14815 WELLINGTON TWINNING ASSOCIATION
Councillor Copley reported upon recent activities of the Twinning Association. A party of visitors from Torres Vedros had recently visited the town and a group of 19 scouts had gone to Portugal.
45 German children would be taking part in a visit at the beginning of September.

Resolved that the report be noted.

14816. SWITCHING ON OF CHRISTMAS LIGHTS 2008
Consideration was given to the arrangements for the switching on of the Christmas Lights for 2008. A number of suggestions were discussed for the event which would take place on 28 November 2008.

Resolved that a Working Party comprising Councillors Critchard, Copley, Reed and Walters be formed to consider the detailed arrangements for the switching on of the lights.

14817. BMX TRACK
Councillor Mitton reported that although an alternative use had now been planned for the existing BMX track, Court Fields School had indicated an interest in the provision of both a replacement track and a Risky Play Area. He would keep the Council informed of any further developments.

14818. PROMOTING WELLINGTON TOWN COUNCIL
The Town Mayor (Councillor Critchard) drew attention to the number of events that took place in the town at which he felt the Town Council could be promoted. He felt that more should be done to raise the profile of the Council at such events.
