MINUTES OF THE PLANNING MEETING OF WELLINGTON TOWN COUNCIL HELD IN THE UNITED REFORMED CHURCH HALL IN FORE STREET, WELLINGTON, ON MONDAY 3 NOVEMBER 2008 AT 6PM
PRESENT: Councillor P Critchard (Mayor),
Councillors J Reed (Deputy Mayor), R Bowrah, J Clark, G Goodwin, A Govier, J Govier, K C Hindley, D Mitton and V Stock-Williams
Greg Dyke (Town Clerk) and John Hamer (Taunton DBC Planning Manager).
There were no members of the public present.
14882 APOLOGIES
Councillors Copley, Henley, Lloyd and Wilson.
14883 DECLARATIONS OF INTERESTS
The Mayor (Councillor Critchard) and Councillor Bowrah stated that they were members of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning Committee meeting than at the Town Council Planning meeting as different facts could be placed before them.
Councillor Jackie Govier declared a personal interest in Agenda item 5 (43/2008/124) as an employee of Wellesley Park School. Councillor Andy Govier declared a personal interest in the same item as a member of Somerset County Council.
14884 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
The Council considered the following applications and made the following recommendations:
(a) Conversion of redundant building to form dwelling at land to the south of Westford Court, Wellington (43/2008/080)
Recommended that permission be granted
(b) Demolition of building and erection of 2 dwellings, Phase 1 at land rear of 14 High Street, Wellington (Amendment to 43/20087/112)
Recommended that permission be granted
(c) Demolition of building and erection of 6 dwellings, Phase 2, at land rear of 14 High Street, Wellington (Amendment to 43/2007/113)
Recommended that permission be granted
(d) Erection of enclosure (4.23m x 2.12m x 2.7m high) to provide weather protection for electrical control equipment at Swallowfield House, Station Road, Wellington (43/2008/111)
Recommended that permission be granted
(e) Development of land for B1(C), B2 and B8 uses and formation of access from previously approved part of site, Westpark 26 Business Park, Chelston House Farm, Wellington (43/2008/118)
Recommended that permission be granted.
(f) Erection of two semi detached dwellings on land adjoining 8 Burgage, Wellington (Amended Design to 43/2008/090) (43/2008/119)
Recommended that permission be refused as the proposal was considered to be overdevelopment of the site.
14885 APPLICATION TO BE DETERMINED BY SOMERSET COUNTY COUNCIL:
Small extension to form a Therapy Suite and replacement of steps with accessible ramp and stairs at Wellesley Park Primary School, Homefield, Wellington (43/2008/124).
Recommended that permission be granted
14886 PLANNING DECISIONS OF TAUNTON DEANE BOROUGH COUNCIL
It was reported that the following decisions had been made by Taunton deane Borough Council;
PERMISSION GRANTED FOR THE FOLLOWING APPLICATIONS:
(a) Erection of 2.2 m high fence in back garden on 3 sides at 38 Millstream Gardens, Tonedale, Wellington (43/2008/102);
(b) Management work to one evergreen oak tree within Wellington Conservation Area at Northfield House, North Street, Wellington (43/2008/112T);
(c) Display of non illuminated advertisement for new Business Park, Chelston House Farm, land adjacent to Portlands, Chelston, Wellington (43/2008/108A);
(d) Certificate of Lawfulness issued in respect of the erection of garages at 55 Millstream Gardens, Tonedale, Wellington;
(e) Erection of Conservatory to the rear of 37 The Brambles, Wellington (43/2008/117)
(f) Erection of a tiled cover to low level bicycle park and wood store at front of Town Stream House, Pyles Thorne Road, Wellington (43/2008/109);
(g) Erection of dwelling (revised design) Plot 13 at 60 Mantle Street, Wellington (43/2008/106)
PERMISSION REFUSED FOR THE FOLLOWING APPLICATIONS:
(a) Demolition of garages and outline application for the erection of 4 residential units and associated garages at land adjacent to Oak Villa, 1 North Side, Rockwell Green, Wellington (43/2008/098)
Resolved that the report be noted.
14887 CONSULTATION PROCESS
Councillor Andy Govier drew attention to the existing consultation process in relation to planning applications. It was apparent that representations made by interested members of the public that were submitted direct to the Local Planning Authority did not reach the Town Council. It was felt that in order to better engage members of the public with the planning process and to keep the Town Council fully informed of all representations made in respect of planning applications the system could be improved.
RESOLVED that
(a) the Local Planning Authority be requested to make what alterations were necessary to consultation letters and site notices to encourage any representations to be submitted to the Town Council as well as the Borough Council;
(b) this information be included in the Town Council’s new web site.
14888 LAY BY TAUNTON ROAD
The Mayor (Councillor Critchard) reported that the lay by that had previously been situated on the Taunton Road had disappeared as a result of the development of a cycleway on this land.
RESOLVED that further enquiries be made of the Highway Authority
