Wellington Town Council planning meeting August 2008

MINUTES OF THE 136th PLANNING MEETING OF WELLINGTON TOWN COUNCIL HELD IN THE UNITED REFORMED CHURCH HALL IN FORE STREET, WELLINGTON, ON MONDAY 4 AUGUST 2008 AT 6PM

PRESENT: Councillors P Critchard (Mayor), J Reed (Deputy Mayor), J Clark, G. Copley, K C Hindley, D Mitton, J Lloyd, V. Stock-Williams, and S. Walters

Greg Dyke (Town Clerk), Julia Thorne, (Assistant Clerk), Christina Green and John Hamer (Taunton DBC planning officer).

There were apologies from Councillors R Bowrah, G. Goodwin, R Henley, A Govier, J Govier, and N Wilson. There were no members of the public present.

14792 DECLARATIONS OF INTERESTS
Councillor Critchard stated that he was a member of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning Committee meeting than at the town council planning meeting as different facts could be placed before him. Councillor Reed declared a personal interest in the application at Homefield because she was related to the applicant.

14793 2 HOMEFIELD, WELLINGTON
The Council received details of an application for the erection of a 2.13m timber fence to boundary of 2 Homefield, Wellington (43/2008/085A) The Planning Officer had recommended refusal of the application as the fence constituted an intrusive feature in the street scene and would enclose and compromise an attractive, open landscaped area. A request had been received from the applicant that the application be deferred to enable him to have further discussions with the appropriate planning officer.

Resolved that the application be deferred pending further discussions between the applicant and the Planning office.

14794 1 STATION ROAD, WELLINGTON
The Council received details of an application for the display of a non illuminated aluminium projecting sign with vinyl lettering and logos applied to both sides at 1 Station Road, Wellington (43/2008/085A).

Resolved that consent to display the advertisement be approved

14795 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
The Council considered the following applications and made the following recommendations:

(a) Change of use of part of first floor living accommodation to recording studio 14 - 18 North Street, Wellington (43/2008/049). This application had previously been deferred pending receipt of the Environmental Health Officer’s observations. The Environmental Health Officer had now received proposals for noise attenuation but felt that they would be unsatisfactory to alleviate any potential noise nuisance. A letter of objection had been received from the occupants of 8 North Street.

Recommended that permission be REFUSED

(b) Erection of wall to car park at Mount Veterinary Hospital, 21 High Street, Wellington (43/2008/058LB)

Recommended that Listed Building Consent be REFUSED

(c) Erection of agricultural building at Chelston House Farm, Chelston, Wellington (43/2008/075)

Recommended that permission be GRANTED

(d) Change of use from A1 Retail Shop to A3 Café, 9 South Street, Wellington (43/2008/087)

Recommended that permission be GRANTED

(e) Re-slating of roof with Cambourne slates and replacement of 4 windows with sash windows at 14 Fore Street, Wellington (43/2008/088)

Recommended that permission be GRANTED

(f) Erection of a pair of semi detached dwellings on land adjoining 8 Burgage, Wellington (amended scheme to previous permission 43/2006/159) (43/2008/090). A letter of objection had been received. It was felt that the proposal constituted overdevelopment on this plot and would result in an unacceptable loss of privacy.

Recommended that permission be REFUSED

(g) Application to fell one Wellingtonia tree included in Taunton Deane Borough (no. 1) Tree Preservation Order 1975 at 5 Oldway Park, Wellington (TD 54) An objection to this proposal had been received. The Landscape Officer was not convinced that this tree had an adverse affect on the foundations of the property. There was no evidence of disease and appeared to be no justification for it to be felled.

Recommended that consent be REFUSED

(h) Application to carry out management works to one Wellingtonia tree included in Taunton Deane Borough (Wellington No 1) Tree Preservation Order 1983 at Priory Court, Priory Gardens, Wellington

Recommended that consent be GRANTED
