Wellington Town Council planning meeting July 2008

MINUTES OF THE 135th PLANNING MEETING OF WELLINGTON TOWN COUNCIL HELD IN THE UNITED REFORMED CHURCH HALL IN FORE STREET, WELLINGTON, ON MONDAY 7th JULY 2008 AT 6PM

PRESENT: Councillors P Critchard (Mayor), J Reed (Deputy Mayor), R. Bowrah, J Lloyd, G. Copley, A. Govier, J. Govier, D Mitton, V. Stock-Williams, and S. Walters (who arrived at 6..20pm) and G Dyke (Town Clerk), J. Thorne, (Assistant Clerk) and M. Bale (Taunton DBC planning officer).

There were apologies from Councillors G. Goodwin, J Clark, C. Hindley, R Henley, and N Wilson. There was 1 member of the public present.

14751 DECLARATIONS OF INTERESTS
Councillors Critchard and Bowrah stated they were members of Taunton Deane Borough Council Planning Committee and reserved their right to vote differently at Taunton Deane Borough Council Planning Committee meeting than at the town council planning meeting as different facts could be placed before them. Councillor Mitton declared a personal interest in the application at Queens Road because he was a neighbour. Councillors A and J Govier declared personal interests in the application for Sylvan Road because they were neighbours and knew the applicant.

14752 31 QUEENS ROAD, WELLINGTON
The council received details on the following application: Erection of single storey extension to north elevation at 31 Queens Road, Wellington (43/2008/041). There was one letter of objection from neighbour D Parish who had concerns about loss of light, the height of the extension with suggestions for amending the plans. Mr Bale said the main concern was the impact it would have on the neighbouring dwellings because of the increase in height and bulk of the proposed extension which was larger than the existing conservatory. However he deemed this was acceptable as the design provided a significant improvement to the existing extension and was in keeping with the original fabric of the dwelling. Councillors agreed unanimously to APPROVE the application.

14753 78 SYLVAN ROAD, WELLINGTON
The council received details on the following application: Erection of two and single storey extension to the front of 78 Sylvan Road, Wellington (43/2008/066). There were no letters of objection however Mr Bale recommended refusal on the grounds the proposal was out of character, detrimental to the street scene, and overdevelopment. The council agreed to REFUSE the application on these grounds.

14754 APPLICATIONS TO BE DETERMINED BY TAUNTON DEANE BOROUGH COUNCIL:
The Council considered the following applications:
(a) Change of use from residential dwelling to osteopath/complementary health practice at 13 Mantle Street, Wellington (43/2008/064). This application had been deferred from the last planning meeting because the environmental health officer’s report was awaited. There was one letter from the applicant stating his reasons for the application and explaining he had run a complementary health practice in the town since 1991 and had for some time been looking for a suitable property to buy which would be easy to access on foot from the town centre and with nearby parking. The environmental health officer raised no objections and the planning department was happy with the proposal. Councillors agreed unanimously to RECOMMEND APPROVAL.

COUNCILLOR WALTERS ENTERED HERE AT 6.20PM

(b) Demolition and reinstatement like for like of the south western and north eastern walls to Block E, Tonedale Business Park, Tonedale Mill, Milverton Road, Wellington (43/2008/072LB). This application was deferred at the last planning meeting. The planning department was happy with the proposal and councillors agreed unanimously to RECOMMEND APPROVAL.
(c) Erection of building to provide for ground floor retail units with 7 residential units on the first, second and third floor together with associated parking, 36 High Street, Wellington (43/2008/056). The conservation officer was unhappy with the proposal because a 3 storey building was considered inappropriate in that location and would be out of character with the existing dwellings. Councillors agreed to RECOMMEND REFUSAL on the grounds of the overbearing nature of the proposal.
(d) Application to fell one ash tree within Wellington conservation area at 1 Shute Row, South Street, Wellington (43/2008/084T). The council agreed to RECOMMEND APPROVAL SUBJECT TO THE TREE BEING DISEASED OR DANGEROUS AND THE TREE OFFICER AGREED WITH THE PROPOSAL.
(e) Residential development consisting of 50 units with associated garages, parking courtyards, road and footpaths at Cades Farm, Wellington (43/2008/068). This was a reserved matters application. Mr Bale explained outline planning permission for this had already been granted so assessment was required in respect of appearance, landscaping, layout and scale. The council agreed to RECOMMEND APPROVAL.
